The bug seems to be enabling with either "Invert/Smart Invert colors" even after you turn this off this will prevail.
For many users lock screen invert issue started to happen after when users have turned on either SMART or CLASSIC Filter in above mentioned setting. After this it will be always there. Even after disabling the 'Smart Invert' setting, the x-ray/ invert  colors will show very briefly on lock screen when  raise-to-wake/lock/unlock the iphone.

One iPhone 11 Pro Max user who update to  iOS 13.3.1 faced the issue and reported this as :

“This is what happened to me- Classic Invert Colors was on and Auto-Brightness was off.
I never had this problem- Lock screen briefly inverts colors when screen wakes. Until I reenabled Auto-Brightness for the first time. Classic Invert Colors was still on at this point.  Then I noticed this problem happening.
I disabled Classic Invert Colors. Thinking this would fix it, no. (Did not do a hard reboot here)
Then I tried disabling Auto-Brightness and did a hard reboot.”
