iphone apps not downloading due to billing information

While downloading apps it also says that "there was a billing problem with the previous purchase. Please update your payment method." And when you will fill up payment method the first time it will say "you're payment method was declined. Please enter another payment method." And when tries second time to add a payment method it shows nothing but the payment stuff that I have to fill out.

If you have an unpaid balance in the App Store or iTunes Store, you might see one of these messages:1
-       "There is a billing problem with a previous purchase. Please edit your billing info to correct the problem."
-       "There is a billing problem with a previous purchase. Click Purchase History to view and correct the problem. If you cancel you will not be able to buy until this billing issue has been resolved."

iPhone won’t let you download free apps or  can’t buy any apps because of some billing information even when you have got money in your iTunes account.

The issue usually happens after upgrading  iOS software on iPhone or iPad and kept getting a "billing info" prompt, followed by an error page. But every time when tried to put a card in is declined.  Even though I update my billing information it tells me that my payment has been declined

How to update apps without updating billing info on iPhone/ iPad / iOS 12:

Fix 1: Add billing info to Apple ID

While you can change your billing info in AppleID - and then go to the App Store without a separate log in - it does NOT automatically update your billing info IN THE APP STORE - which is a SEPARATE operation.  Try updating your billing and shipping info in both AppleID and the App Store first before attempting a purchase.

Fix 2: Find an unpaid bill

On your iOS device: Go to Settings > [your name] > iTunes & App Store, then tap your Apple ID. Tap View Apple ID and sign in with your Apple ID, then tap Purchase History. in the unpaid purchase, which is likely at the top of the list, and tap it, then change your payment method.

You must pay for any unpaid purchases or subscriptions before requesting a refund.

Fix 3 : use a gift card

Putting in a debit or credit card will resolve this issue and you will Not be charged for free purchases. If that does not work an alternative option is to put in a gift card number for a payment option,
