Many iPhone XS/ XR/8 plus users are facing issue with their iPhone that while adding a new apple id it gives error message: The maximum number of free accounts have been activated on this iphone. Due to this the iPhone user is could not sign in the maximum number of free accounts have been activated. For some of the user the issue popped up as “Clubh error soft limit is reached”.  Which essentially means the same as the limit for maximum free account is reached on the iPhone. The issue is due to number of iCloud account created by the iPhone user which is limited to 03 per Apple device.

You can only CREATE up to 3 new Apple IDs on your iOS device. These measures are likely to prevent stealing content or sharing content outside of family sharing.
Apple limits the amount of Apple ID registrations on one device to avoid creation of ‘spam’ or fake Apple ID. You can go to iCloud.com of Apple ID to create one and then just sign in on the new device.

How to remove the maximum number of free accounts that have been activated on an iPhone?


Unfortunately you can not do this. There is no way to remove three free created account from iDevice. Even if you delete all data of iPhone and try to restore iPhone, iPad, mac to new, the three accounts will still remains to be bound to your iPhone as the free ids are attached to hardware id of iPhone.  You can always chose any of free three iCloud id to use on the device. But creating a new Apple ID after the maximum amount of free accounts is reached that is not possible.


How to fix maximum number of free accounts been activated on this iphone


a) Try to log into Settings>iCloud using an Apple ID which has not yet created an iCloud account, and

b) the device you are doing this on has already been used to create three iCloud accounts. That three is the max limit; after that you can't create any more iCloud accounts whatever you do - it's tied to the hardware id of iPhone, not the account or anything else, and deleting accounts from it won't make any difference. 
Note that an Apple ID, though it may have been used to purchase items from iTunes and to log in here, doesn't have an associated iCloud account until you specifically create one by logging in in Settings (or System Preferences)>iCloud.

What you can do is to create a new iCloud account on another iOS device or Mac (not Windows or Android). Once you've done that you can log in to that account on the first device without problems.
