iPhone XS Touch ID and Passcode Missing after restriction change

Many iPhone 6s and 7 users on iOS 12 are facing issue that Touch ID and Passcode option is not visible in setting on iPhone or iPad. The issue first started to happen after changing Content & Privacy Restrictions on the iPhone in iOS 12. The Touch ID and passcode setting in iPhone will disappear if you change the settings like changing Screentime>Content & Privacy Restrictions>Passcode Changes to Don't Allow, you will notice that Passcode and Touch id setting are no more visible in iPhone now. The menu and selection is missing.

iPhone 6s touch id missing after iOS 12 update
Not only this, if want to recover now and change the setting to allow again, still the Touch Id and Passcode setting will not come back. This is very annoying that even after re-enabling passcode changes option in Content and Privacy Restrictions in iOS12.1.2, the option to edit Touch Id and passcode setting will be no longer available. It is available in search, but, but when clicked on it nothing happens.
Surely this is either a software bug in iOS 12 or some configuration changes in setting which is causing TouchId and Passcode settings to disappear.

One user reported the issue as :
So I recently updated my 7+ to iOS 12. Everything was fine until I started having issues with Siri not responding to voice commands. So I reset my network setting and Siri started to work fine. Then, I decided to setup my Touch ID & Passcode, but it is nowhere to be found. The menu and selection is missing. It is available in search, but, when I click on it nothing happens.
I've reset my phone several times and did a hard reboot with no success. It has vanished. This is very much a security bug in the new OS. Any advice?”

How to fix iPhone 6s/7/ XR/XS Max not showing TouchId and  Passcode settings

Fix  :  Check passcode setting (to Allow)
Please on your iPhone go and check in the “restrictions” in the settings and verify if the setting to allow “passcode changes” is not set to “Don’t Allow”. Go to “Settings”—“Screen Time”—“Content & Privacy Restrictions” then look for “Passcode Changes” in the “Allow Changes” section. Hope this helps you .
