I had this issue on several phones on my account. Apple and I tried everything over the course of two weeks to resolve the issue. The only thing that worked was forcing each phone to reset their encrypted data with iCloud. Here were the steps:

Backup the phone in iTunes

Log out of iCloud

Reset/change the phone passcode

Sign back into iCloud

If asked to verify identity, select didn’t get a code to force an SMS code. Try as much as can to log into iCloud without fully authenticating.

Once logged in to iCloud, Check the settings to Update Apple ID Settings. There should be a red dot.

Select passcodes or old passcodes to resolve the issue and this will allow you to Reset End to End Encrypted Data and Reset.

This resolved the Documents and Sync using too much data.
