Apple TV are not WP3 enabled yet. It
seems that if your Wifi router is configured with WPA3 settings then Apple TV
will not connect and will show-100 error. To fix that change security setting
in router and make sure that WPA3 security is disabled .
WPA3, also known as Wi-Fi Protected Access 3, is the
third iteration of a security certification program developed by the Wi-Fi
Alliance.
Example:

Open eero-> discover -> eero labs and then turn
off wpa3. It worked for me!
